The Civil Engineering Division is long and well established, finding its original roots in the early eighties with Port Authority of Jebel Ali, Jebel Ali Port Corporation, Dubai Ports Authority and as part of the Jebel Ali Free Zone upon its establishments and matching it in its phenomenal growth until the year 2005.

In 2005 and with many special projects fast developing all over Dubai, the Division was made into a separate unit under the Ports, Customs and Free Zone Corporation and was entrusted with all engineering regulatory activities for all Dubai World Projects, in addition to its previous jurisdiction of Free Zone, Ports and Customs.

The new mandate necessitated growth and change, and a challenge to keep to a tradition of responsiveness and speedy operation to facilitate developments as it is regulating them. With dynamic leadership and a focus on the target, growth in size was accompanied by improving of procedures and a keen pursuit of technology as a strategic choice enabling the job to be done well and enhancing the community’s confidence and appreciation for a customer focus that has always been a hallmark of the Division.

Examples of innovation and use of technology are many, starting with ePemit and covering all other electronic platforms detailed on this site. The publication of regulations and communication of procedures to its community was further crowned with a very successful Accreditation Program that helped strengthen the Division’s partnership with its community and further empowered engineering professionals making them more responsible and appreciative of the new role.

With the formation of Trakhees, CED continues its progressive march with a new dimension of integrating services and even more enhanced customer support as part of a larger family with larger responsibilities. All are more reasons for more innovation and creativity in devising ways to get the job done and done well as per the long established tradition.
